NGO Twinning between Western NIS and Baltic States: NGOs potential for contributions to environmental policy development

The project aimed to raising capacities of the Russian, Belarusian and Ukrainian NGOs in contributing to environmental policy lobbying, policy development and implementation, transferring NGO experience from the Baltic states (incl. Lithuania) to other countries for generating evaluation of the learning after the USSR disintegration, comparing the Baltic/EU experience with the current situation in Russia, Belarus and Ukraine taking into account potential developments in the field of EU integration and Neighborhood Policy, developing a kind of “road map” of potentials for actions and identify “no-go-territories” in those countries
 Project term: 1 January - 31 December 2007
 This project has the following objectives:
- To facilitate experience exchange between NGOs in the Baltic States, Russia, Belarus and Ukraine on contributions and restrictions to environmental policy lobbying, policy development and implementation, efforts in public awareness raising and stability of the organizations.
 - To strengthen the NGOs in Russia, Belarus and Ukraine vis-à-vis experiences from the Baltic States via reflecting NGO activities (successes & challenges) on the above mentioned issues in Baltic States and generate some evaluation of the learning of the past 15 years since independence from USSR, comparing the Baltic experiences with the current situation in Russia, Belarus and Ukraine and develop a kind of “road map” of potentials for actions and identify “no-go-territories” in those countries.
 - To network project partners and transfer management skills by joint project actions such as NGO conference, facilitation & presentation trainings and practice during the above-mentioned conference.
 Actions and means involved:
1. Investigations on policy performance of NGOs in the target countries aimed at collecting relevant information and its documentation Means: data collection using developed concept and questionnaire, conceptual meeting, analyzing the data and reporting
 2. NGO strengthening and elaboration of the profile actions for further actions for the partners and other target NGOs from RU, BY and UA Means: meetings to reflect NGO activities, “road map” development and publication on the results of experience studies and meetings, joint project development and fundraising
 3. Training for better public appearance aimed to raise partners’ capacities in carrying out the project Means: several trainings on facilitation and presentation, agenda building exercises and workshop organization and project management and communication reflection
 4. International networking for better project performance and effective cooperation Means: NGO conference with wider circle of NGOs, regular communication among the partners and other NGOs
 5. Project results dissemination and visibility Means: layman’s report, information on project and its results on Internet, publication dissemination
 6. Project management in order to carry our agreed activities Means: project planning and partners meetings, accounting and reporting according to the EU requirements, qualified project personnel
Results
- to raising capacities of the Russian, Belarusian and Ukrainian NGOs (not only partners) in contributing to environmental policy lobbying, policy development and implementation, efforts in public awareness raising and stability of the organizations
- transferring NGO experience from the Baltic states (incl. Lithuania) to other countries aimed at generating evaluation of the learning after the USSR disintegration, comparing the Baltic/EU experience with the current situation in Russia, Belarus and Ukraine taking into account potential developments in the field of EU integration and Neighborhood Policy
- developing a kind of “road map” of potentials for actions and identify “no-go-territories” in those countries
- networking activities aimed at further cooperation and future joint actions
 - transferring some management skills by joint project actions for better project performance The project has been co-financed by European Commission.
